The facility program called for a contemporary Government Center including courts, law enforcement center, jail, and county offices to meet staff and community expectations in a state-of-the-art operation. The design vision was to create a readily expandable facility for a rapidly growing community while minimizing operational costs for jail and courts functions, responding to the physical constraints of a long and narrow site, and establishing an aesthetic reflective of the county’s desired image of a transparent and professional government agency. The site exists along the edge of Interstate I-35 amid characteristic wetlands and establishes a natural boundary to the mixed use development arching northeast to southeast of the site.
The design process included determining inmate population projections, space needs and master plan options to meet the facility’s current and future needs. The determined option was to design a new justice center that consists of a 140-bed direct supervision, flexible custody podular jail and new district courts including three new court suites, county administration, county attorney and court services.
