The 20,000 sf upper courts level includes three district courtrooms and one arraignment courtroom organized around a public lobby atrium filled with daylight from the third story clerestory. From the back of the courtrooms, sunlight enters via the atrium clerestory windows. Each pair of courtrooms is served by a secured prisoner detention area that is connected to the lower level jail.

Surrounding the courts is the restricted circulation connecting the judicial suites to the courtrooms and lobbies. The courts level, comprised of four courtrooms around a two-story daylight atrium lobby, includes three 1,500 sf standard courtrooms and one 2,000 sf traffic court. Four judicial suites and magistrate offices are positioned behind the courtrooms along a restricted corridor connected to the jury deliberation rooms and the clerks’ offices.
